Reducing Criminalization to Improve Community Safety & Health Act Of 2017

In Washington DC HIPS hosted a historic event at our Center for Health and Achievement. Sex workers, allies, community members and more came together to celebrate the introduction of "The Reducing Criminalization to Improve Community Safety and Health Act of 2017". This is bill looks at the underlying systemic issues facing the residents of the District and offers a new approach to improve the health and safety of our residents,” says Cyndee Clay, Executive Director of HIPS, “Street-based sex workers who are engaged in survival sex work often bear the brunt of criminalization. Arresting those who are most at-risk causes irreparable harm, rendering people jobless, homeless, or subject to deportation. Our response to poverty and lack of traditional employment must be based in supportive services and housing, not incarceration.”

ESPU-PHILLY Endorses the Consensus Statement on HIV "Treatment as Prevention" in Criminal Law Reform. This is because the two biggest problems with almost all HIV criminal laws and prosecutions are that 1) they focus on HIV disclosure rather than on whether the PLHIV had an intent to do harm; and 2) HIV laws’ felony punishment and severe sentences treat any risk of HIV infection as the equivalent of murder or manslaughter. An April 2017 Pub Med article confirms: - diagnosis rates and laws criminalizing HIV exposure in the United States found no association between HIV or AIDS diagnosis rates and criminal exposure laws across states over time, suggesting that these laws have had no detectable HIV prevention effect.

Community Collaborative Survey

Data collected from this research will be used to help draft policy recommendation promoting the health and safety of US sex workers by sex worker rights-led organizations. It will also help identify what barriers sex workers face in accessing services, protecting their sexual health and reporting violence.

I am a family medicine physician who has worked in Philadelphia and New York City for three years, and I know how the BCRA will affect trafficked people: It will unequivocally harm them. I know this because I run the Institute for Family Health’s PurpLE Clinic (Purpose: Listen and Engage) in New York City, which provides health care for human trafficking survivors. Senators who tout the horrors of human trafficking must choose between supporting survivors or supporting the BCRA.
